Under the DOE Department Circular No. DC2019-11-0014, or the Implementing Rules and Regulations of RA no. 11285 (EEC-IRR), gives the guidelines for the full implementation of the EEC Act and the expansion of the Government Energy Management Program (GEMP) with the inclusion of all government entities.
The Department of Energy as stated in Section 5 of the EEC Act shall take the lead in the implementation of the law, and shall be responsible for the planning, formulation, development, implementation, enforcement, and monitoring of energy management policies and other related energy efficiency and conservation plans and programs.
Further, the Department of Energy chairs and organizes the Inter-Agency Energy Efficiency and Conservation Committee (IAEECC) that is responsible to assess and permit government energy efficiency projects and provide a strategic implementation of the Government Energy Management Program (GEMP).
The Department Circular stated that all governments shall ensure that their respective offices complied with implementing guidelines of the Philippine Energy Labeling Program (PELP). The designated EEC officer and/or EEC Focal Person of all government entities shall ensure the use of energy-efficient air-conditioning units, including inverter types, solar-assisted units, and those with similar technologies in their respective offices/buildings and/or facilities with a minimum Cooling Seasonal Performance Factor (CSPF).
The Department of Trade and Industry (DTI) shall issue the corresponding guidelines and technical regulations for the certification of the imported and locally manufactured energy-efficient inverter type air-conditioning units, and ensure conformance with the Philippine National Standard.
On the other hand, the Department of Science and Technology (DOST), with the joint action of the DOE shall provide support to research and development (R&D) activities for the constant expansion of new, alternative, and more efficient air-conditioning system technologies.
The provisions of Section 28 shall be observed under RA 11285 to prevent any negative impacts on the environment in replacing non-energy efficient air-conditioning units.
The Department of Energy shall keep track of the compliance of all government entities and provide regular updates to the IAEEC.
