Under the Department Order No. DO2020-01-0001, the Inter-Agency Energy Efficiency and Conservation Committee (IAEECC) was given the power to evaluate and approve government energy efficiency projects and provide strategic implementation of the Government Energy Management Program (GEMP). The IAEECC is chaired by the Department of Energy (DOE) with representatives from other government agencies as committee members.

Whereas, IAECC Resolution No. 1 s. 2020 directs all government agencies, including LGUs and Foreign Service posts, to comply with the GEMP, and orders the DOE to conduct energy audits, spot checks, and submit proposed improvements to the GEMP.

As a part of the compliance to the GEMP, this resolution directs all government entities to ensure that their respective offices will comply to the implementing guidelines of the Philippine Energy Labeling Program (PELP) for lighting products of the DOE Department Circular No. DC2020-06-0015 as soon as possible as but not later than January 2027. The PELP details particular product requirements and codes of practice for manufacturers and sellers. With PELP, consumers can easily identify and evaluate the energy efficiency of appliances based on their energy labels.

As of the Section 39 of the General Provisions of RA No. 11518, all government agencies shall embark energy efficiency measures and use energy efficient LED lamps in their office buildings, school buildings, hospitals, markets, parks, street lights and other public places. This provision was created to encourage everyone to use LED lamps instead of using the conventional lamps.

LED lamps are proven to be have more advantages than the conventional ones. Among these advantages are having a longer life span, improved performance and lastly, energy efficient. Energy efficient LED lamps consume 43% to 67% less energy consumption and it provides higher illuminance leading to better visual conditions. This is why the government is pushing all towards the usage of LED lights.

This resolution also explains the responsibility of the EEC officer and/or the EEC focal person to each entity in ensuring the observance of the usage of energy efficient LED lamps with given specifications in accordance with the Minimum Energy Performance for Products (MEPP) of the DOE Department Circular No. DC2020-06-0016.

This also resolved the responsibilities of corresponding agencies to ensure compliance to the GEMP.

1. Department of Budget and Management – Procurement Service (DBM-PS) shall ensure the availability of the various types of energy efficient LED lamps in its electrical supplies, which are compliant with the MEPP.

2. Department of Trade and Industry (DTI) shall issue the corresponding guidelines and technical regulations for the certification of the imported and locally manufactured energy efficient LED lamps.

3. Department of Science and Technology (DOST) shall provide support to research and development activities in the development of new, alternative and more efficient lighting technologies.
